I think carelessness comes into play when agencies performing restraints do not document restraints as they happen. Training and paperwork play a crucial part in student, and staff safety. States should be regulating this and be placing legal documenation for all these situations. Federally regulating this will not reduce number of injuries, it will incfrease frustration and carelessness.

This is a question? Is providing a sign language interpreter for a hearing impaired student the responsibility of the district when the student is a cheerleader at the school, but the squad participates in competition and the parents pay for that and it is not a school sponsored activity.
