I think it is only fair that if parents bear the burden of proof in DP cases, they have the ability to hire experts/consultants who can help them in this process. Of course I am biased - I am an advocate, but I am also a parent of two special-needs children. Most cases I have seen or been involved in the school system is always given the benefit of the doubt in gray areas. The scales are tipped in their favor and that is unjust.
