The National Association of Administrative Law Judges and the National Judicial College invite your participation in an interactive telephone seminar on the due process hearing related portions of the Individuals with Disabilities Education Improvement Act of 2004, proposed new regulations under the Act, and problems hearing officers and ALJs may be having in implementing the new Act. This invitation is open to everyone but should be of primary interest to Administrative Law Judges, Hearing Officers, and attorney practitioners who regularly conduct or participate in Special Education Due Process Hearings.
The seminar will be held on Monday, October 31, 2005 from:
- Eastern Time: 4:00 to 5:15 p.m.
- Central Time: 3:00 to 4:15 p.m.
- Mountain Time: 2:00 to 3:15 p.m.
- Pacific Time: 1:00 to 2:15 p.m.
Dr. Troy Justesen, Acting Deputy Assistant Secretary and Director of Special Education Programs, U.S. Department of Education will make a brief presentation on the due process hearing system and answer questions posed by a panel and by conference participants. The panel moderator will be Professor S. James Rosenfeld, Director, National Academy for IDEA Administrative Law Judges and Hearing Officers, Seattle University School of Law. Panel members will include:
- Julian Mann, Chief ALJ, State of North Carolina
- Ann Breen-Greco, ALJ/Special Education Hearing Officer, State of Illinois
- Mattie Harvin Woods, ALJ, State of Washington
Those taking part in the seminar by phone will be able to e-mail in questions. The seminar will be broadcast live from the Annual Meeting of the National Association of Administrative Law Judges in Chicago.

Under the line "Please enroll me in," the applicant should write "NAALJ Special Education Adjudication Teleconference." The NJC Registrar will send the applicant instructions for taking part in the conference. Cost of taking part in the conference will be $50.00 for participants in the United States and Canada.
It is expected that CLE credit will be available for participation in the conference in most jurisdictions. Written materials will be e-mailed to conference participants.
